Regular Council Meeting September 7th. 2005

Reeve Ken Noland, Councilors Pentti Palonen, Jeff Bailey, Ed Wright and Jeff Middleton.

That the minutes of the last council meeting held on August 3rd. 2005 be approved as circulated.

The Corporation of the Township of Burpee and Mills, council met for a public meeting pursuant to the provisions of Section 17 of the Planning Act RSO 1990, Chapter P.13 for purposes of providing information to the public and to allow for public representations with Reeve, Ken Noland and Councillors, Pentti Palonen, Jeff Bailey, Ed Wright and Jeff Middleton in attendance. Leslie Bailey was also in attendance and Elva Carter from the Planning Board.

RESOLUTION:
BE IT RESOLVED THAT this meeting be opened at 7:30 p.m. on September 7th. 2005 as a Public Meeting of the Corporation of the Township of Burpee and Mills, pursuant to the provisions of Section 17 of the Planning Act RSO 1990, chapter P. 13 for purposes of providing information to the public and to allow for public representations on the proposal to amend the Official Plan/Secondary Plans of the District of Manitoulin, as amended, by adding certain new provisions to Section F – Implementation including: Holding, Site Plan Control, Temporary Use, Interim Control, Archaeological and Community Improvement Policies, notice of which has been duly administered.

That we accept Mr. Tappenden’s offer as itemized in Mr. Jonathan H. Marler’s correspondence dated August 31, 2005 and September 1, 2005.
That we approve of the Township of Burpee and Mills signing the Minutes of Settlement for complaint Nos. 1412772 and 1479646 and 1661863 between Richard K. Tappenden and the Municipal Property Assessment Corporation, Region No. 30 and the Township of Burpee and Millls.
And that we approve the treasurer issuing a cheque to Marler Kyle Van Dern Steen, LLP for 70% of the property taxes to be refunded.

RESOLUTION:
WHEREAS small rural libraries such as the Gore Bay Union Public Library rely heavily upon the Ontario Library Services and in particular the Inter-Library Loan service (ILLO), to be able to provide access to residents of books and other materials from every other library in Ontario.

AND WHEREAS this reduction will significantly impact the level of quality of service that the Gore Bay Union Public Library has provided and will have a detrimental effect on Library services throughout Ontario;

NOW THEREFORE IT IS RESOLVED

THAT the Council of the Corporation of the Township of Burpee and Mills request the Minister of Culture to review the proposed budget cuts to Ontario Library Services to ensure that such services as the Inter-Library Loan/Courier services are not casualties.
